In a tourist city like Rome, it is a bit difficult to find restaurants that aren't tourist traps. Researching and reading reviews on Yelp and TripAdvisor are highly recommended, as many places will try to suck you in and overcharge you for mediocre meals.
Da Francesco, however, met and exceeded my expectations in Rome! I had one of my favorite pasta dishes - pasta arrabiata - which was perfectly cooked 'al dante.' The portions are massive here (do not be fooled by the term "primi plati"... unless you are familiar and used to Italian family portions), so I recommend skipping an appetizer or sharing!
